I use two joysticks, (CH Products USB joysticks), similar to radio control transmitter, left for throttle+brake, right for steer. Shift doesn't have a "joystick" setting, just some predefined controllers, a generic gamepad and a generic wheel setting. Other than the default values, all of these appear to be implemented in the same way. I can start with generic gamepad or generic wheel, set the deadzones and sensitivies, and the gameplay seems identical for either case. An old picture of this setup:
